Measures of social support of the population

1. The organization of summer holiday and improvement of children who face a difficult vital situation, in summer period of 2008

In the period from 6 June till 29 July 2008 in Birobidzhan on the basis of the Raduga regional children's hospital summer health improving camp for 40 children, who face a difficult vital situation, who are on the record of the hospital and requiring in improvement of health, at the age of 7 till 11 years was organized.

The first shift of Raduga was carried out for 20 children - inhabitants of Birobidzhan, the second shift has started in 9 July for 20 children - inhabitants of districts of region. The individual medical and psychological help, good meal and interesting leisure were organized for children.

In summer period of 2008 active work on attraction of teenagers in family labour brigades was proceeding. It is one of the effective forms of employment of teenagers living in countryside. This year on the basis of farms and individual businessmen in sphere of public catering in the territory of the districts of the region 11 brigades of 102 teenagers were organized.

The program "We want to learn the world" is realized for children to expand the outlook of children from the needy families living in remote settlements of the region, their knowledge of culture of the native region. Children attend memorable and architectural places of the regional and district center, excursions are been carried out for them. On 20 June 2008, the children from the Leninskiy district visited the regional center. Within summer not less than 15 cultural and excursion trips to the regional and district centers are planned to be carried out.

With the purpose of preventive use of alcoholic and narcotic substances, propaganda of a healthy way of life in July - August 2008 preventive programs “We choose life, "Our choice is health", "Sound body has a sound mind", "Seven steps to health", "We shall be healthy!" are planned to be held. This program was organized within the framework of Teenager campaign.

2. The information on granting measures of social support to the families having many children.

On the 1^st of July 2008, 1270 families having many children live on the territory of the Jewish Autonomous Region. They have 4211 children, 2361 are schoolchildren and 981 are children of preschool age.

The large family is a family constantly living on the territory of the Jewish Autonomous Region and having three and more born (adopted) children, and also stepsons and stepdaughters living in the family, and bringing them up to18 years.

To get the certificate "Large family" it is necessary to apply to the body of social protection of people with the written application

• Inquiries confirming that children reside jointly with parents;
• Copies of passports of parents and children who have reached age of 14 years;
• Copies of birth certificates of children.

According to the regional legislation on the territory of the region the following measures of social support are given to the large family:

• 30 percent discount at payment of municipal services (water supply, water removal, gas, electric and power energy), are given to the families living in houses, not having a central heating
• Free-of-charge medicine for children till 6 years
• Free-of-charge visiting of regional institutions of culture;
• Annual payment at a rate of 1600 roubles for every schoolboy.

We pay attention, that for reception of annual lump sum payment, which is carried out from August, 1 till December, 1 of each year, it is necessary to address till November, 15 in body of social protection of people on a residence with the written application on each child the inquiry from the general educational establishment of the region.

• Monthly payment for children of preschool age at amount of money of 168 roubles.

Children, who have reached 18, from large families are rendered social support even if they are serving in the army.

3. The information on a monthly birth grant, to the citizens having children

The monthly birth grant is paid to the citizens having children and living in territory of the Jewish Autonomous Region. One of parents (adoptive parents, trustees,) has the right to get the monthly grant on each child; size does not exceed size of a living wage per capita.

The average size of a living wage in 2 quarter 2008 has made 5285,91 roubles.

The monthly grant is not appointed:

• to citizens which child is on full state maintenance;
• to trustees receiving money resources for the maintenance of children;
• to the citizens, deprived parental rights;
• to citizens which child in the age of 18 is declared completely capable.

The size of a monthly birth grant makes 84 roubles. The monthly birth grant in the Jewish Autonomous Region is paid to 18518 persons for 22162 children.

The monthly grant is paid in the increased size, to separate categories of citizens, including:

• for the child of lonely mother at a rate of 168 roubles - for 4559 children;
• for the child of the military man on an appeal at a rate of 126 roubles - for 6 children;
• for the child which parents evade from payment of the alimony at a rate of 126 roubles - for 19 children;
• for the child of preschool age from a large family or the trainee in-home on the basis of the conclusion of psychologic –medical – teacher’s commission at a rate of 168 roubles - for 981 children.

All grants are paid in view of increase of the regional factor.

If the single mother married she will still have the right to get the monthly grant in the raised size for children who have been born before the mother was married. The monthly grant for the adopted child will be stopped.

To get monthly payment for the child people should apply to the department of social security noting the information of the number of the members of the family, their income and birth certificate of the child.

People should present the following documents to get that monthly grant for the children:

• the document confirming absence of the father of the child;
• parents who don’t pay the alimony - the document indicating the reason of default of the decision of court about collecting of the alimony;
• the military man who is taking place military service on an appeal - the document confirming the father of the child of military service on an appeal.

4. Measures of social support of the population
